Arunachal District Bans Public Gatherings Over Siang Hydropower Protests

Itanagar: Upper Siang district officials locked down Yingkiong town on October 11. They slapped a 30-day ban on gatherings of five or more people. District Magistrate Ashok Tajo signed the order to head off law and order flare-ups linked to the Siang Upper Multipurpose Project. Tensions center on the project feasibility report.

Police flagged risks of organized rallies or dharnas. The administration fears bad actors will target government sites. Sensitive spots include the Deputy Commissioner and Superintendent of Police office complex, the police station, the DC and SP bungalows, and the home of HMLA Alo Libang. Officials want to protect public and private property.

The order cites Section 163 of the Bharatiya Nagarik Suraksha Sanhita. It blocks any meetings or marches near these key locations without written permission. Carrying lethal weapons like daggers, swords, or firearms is now illegal in these areas. The administration stated the restrictions were necessary to maintain "public order, peace and tranquillity" given the urgency of the situation.

The ban took effect immediately. It stays in place until November 10, 2026. Anyone caught breaking these rules faces punishment under Section 223 of the BNSS and other applicable laws.
