Shillong: Opposition leader Mukul Sangma warned the Union Government that proposed Foreign Contribution Regulation Act amendments could cripple welfare organizations nationwide. These groups provide vital healthcare and education services, often for over a century. The changes threaten to disrupt long-standing institutions, particularly those serving minority communities.
Sangma criticized the government for imposing retrospective scrutiny on financial records. Many organizations cannot produce decades of documentation due to human error or lost files. This sudden burden creates potential loopholes for targeting specific groups or fueling corruption. Sangma argued the government should have made these requirements prospective instead of digging into the past.
The legislator emphasized the democratic need for accommodation. He specifically warned that organizations could face an “Agni Pariksha”-like situation if forced to supply exhaustive historical data. Such complications may open what he described as a Pandora’s box of unpredictable outcomes. Sangma urged federal authorities to listen to widespread concerns from across the country and various political parties before pushing the legislation through Parliament.
