Shillong: The Meghalaya Pradesh Congress Committee is organizing a silent march in Shillong this Monday to protest the proposed Foreign Contribution (Regulation) Amendment Bill, 2026. The rally starts at 11 am at the Laitumkhrah Fire Brigade Ground and ends at Don Bosco Square.
Congress leaders Eugene Jarain and Manual Badwar contend the legislation threatens missionary-run schools, hospitals, and social welfare groups that have served the Northeast for decades. The march aims to mobilize students, church leaders, youth, and traditional institutions against the Bill.
Badwar slammed the ruling National People’s Party for its lack of action. "The NPP, as you all know, is being run by the BJP. They are maintaining silence on the issue," he said. He argued that the NPP, as an NDA partner, failed to push back against the Central government.
The Bill, introduced in the Lok Sabha on March 25, faces a vote during the ongoing Monsoon Session. Jarain noted that because it is not a constitutional amendment, the government only requires a simple quorum to pass it. He warned that the law could impact institutions providing education and healthcare across the region.
Congress officials urged citizens to research the legislation independently before the vote. The party emphasized the protest remains non-political, focused instead on protecting local organizations dependent on foreign contributions. The Centre claims the changes will increase transparency, but opponents fear the impact on welfare operations.
