Mizoram Plans Major Overhaul of Land Administration System

Aizawl: The Mizoram government is preparing to launch a major overhaul of its land administration system. Land Revenue and Settlement Minister B. Lalchhanzova announced that the state is drafting the Mizoram Land Revenue Bill, 2026, which will replace the outdated 2013 legislation. This new law aims to resolve current administrative and legal challenges while creating a more modern, transparent, and decentralized framework for the public.

As part of this broader reform agenda, officials are also drafting the Mizoram Survey and Settlement Operations Bill, 2026, for introduction in the upcoming monsoon session. Additional measures include developing an Apartment Ownership Act and a Revenue Court Manual to further strengthen property regulations. These efforts follow recent amendments to the 2013 Act that simplified sub-leasing, empowered Deputy Commissioners to approve land-use conversions up to 5,000 square metres, and introduced stricter rules against illegal occupation.

The state is also prioritizing technological integration and revenue growth. Following the December 2024 launch of the e-Ram portal, the department introduced a 24-hour WhatsApp bot and is developing an Interactive Voice Response system to assist citizens. To improve financial transparency, the government signed an agreement with the Stock Holding Corporation of India Limited to implement e-stamping. These efforts have already shown results, with revenue from stamp duty and registration fees increasing from 7.91 crore in the 2022-23 fiscal year to 20.20 crore by 2025-26. The government anticipates reaching 100 crore in annual earnings within five to six years.

Administrative restructuring is also underway, with the Aizawl revenue district split into North and South divisions. Pilot decentralization projects have been launched in Vairengte and Thenzawl, which include new offices and upgraded sub-registrar facilities. Complementing these changes are ongoing land mapping initiatives, including the SVAMITVA scheme and the NAKSHA urban mapping program, all aimed at improving service delivery and strengthening the state's economic base.
