Aizawl: The Mizoram government has launched a new, multi-layer verification process for the Red Card, a special permit that allows residents to access liquor for medical purposes. While the state remains dry, this system provides a legal pathway for individuals who require alcohol as part of an authorized treatment plan.
To secure a permit, applicants must provide a prescription from a registered medical practitioner. The document then undergoes a thorough review by a district medical superintendent. Officials from the Mizoram Excise and Narcotics Department clarified that the process is designed specifically for legitimate health cases rather than serving as a way to circumvent state liquor regulations.
Once approved, the Red Card is valid for one year at a cost of Rs 5,000. Cardholders are restricted to buying only the exact quantities authorized by their doctors. The department stated, "The scheme is meant exclusively for genuine medical cases and is not intended as a loophole to bypass Mizoram's liquor regulations."
As part of this initiative, the excise department has opened a retail outlet at its Aizawl headquarters. This location sells liquor seized by authorities and cleared by the courts to permit holders. Because these items are previously confiscated stock, prices are set up to 75 per cent below standard market rates. No applications for the program have been submitted since the system began last week.
