Aizawl: The Mizoram government is launching a series of sweeping land reforms designed to modernize administration and address outdated regulations. Land Revenue and Settlement Minister B Lalchhanzova announced that the Mizoram Land Revenue Act 2026 is being drafted to replace the 2013 law. This new legislation aims to better meet current administrative needs and is expected to be finalized within the year.
To support these efforts, the state plans to introduce the Mizoram Survey and Settlement Operations Bill 2026 during the upcoming monsoon session to expedite land surveys. The government is also developing an Apartment Ownership Act and a Revenue Court Manual to refine dispute resolution and improve overall land governance. These moves build on earlier amendments that empowered Deputy Commissioners and simplified sub-lease procedures.
Technological integration remains a central focus of the reform agenda. Following the December 2024 launch of the e-RAM portal, the government is introducing a 24x7 WhatsApp bot and an automated voice response system to assist users with online applications. A new agreement with the Stock Holding Corporation of India Limited will also bring e-Stamping to the state to enhance security and efficiency in financial transactions.
Administrative restructuring is also underway, including the division of the Aizawl revenue district into North and South units. With these combined digital and legal upgrades, the government aims to create a transparent, decentralized framework while targeting an annual revenue of Rs 100 crore from stamp duty and registration over the next five to six years.
