Meghalaya Introduces Unified Regulatory Framework for Private Nursing Schools

Shillong: The Meghalaya government has launched a unified regulatory framework to standardize private nursing institutions across the state. The Health and Family Welfare Department introduced the policy to address concerns over faculty quality, clinical training, and inconsistent fee structures that have emerged following a rapid expansion of private nursing schools over the past decade.

Under the new guidelines, all private nursing colleges will operate under a monitoring mechanism led by the Directorate of Medical Education and Research. The state will establish the Meghalaya Nursing Education Regulation Authority, a statutory body tasked with conducting inspections, granting approvals, and ensuring strict adherence to both Indian Nursing Council and Meghalaya Nursing Council standards.

The government is implementing a centralized, merit-based admission process, requiring institutions to secure an Essentiality Certificate and university affiliation before enrolling students. To protect families from financial exploitation, a State Fee Fixation Committee will establish annual fee ceilings. The policy explicitly bans capitation fees and the practice of collecting tuition payments several years in advance.

To enhance graduate employability, the framework requires every institution to operate a dedicated placement and career guidance cell. Colleges must maintain active partnerships with hospitals and community organizations to ensure students receive adequate practical exposure. The government also plans to host annual state-level job fairs and utilize a tracking system to monitor the success of nursing graduates entering the workforce.
