Shillong: The Meghalaya Cabinet greenlit a resolution to block uranium mining across the state. Chief Minister Conrad K Sangma confirmed the government will present the draft during the Autumn Session starting August 24. Sangma said, "Cabinet has approved the draft 'Resolution against the mining of uranium in the State of Meghalaya'." This move aims to settle the state's stance on the contentious issue following long-standing fears over social and environmental damage.
Lawmakers also cleared the Meghalaya Official Languages Bill, 2026. This legislation formally recognizes Khasi and Garo as official state languages, sitting alongside English. The government will take up the bill during the upcoming assembly proceedings to amend the existing language act.
Public service rules also face an overhaul. The Cabinet amended the Meghalaya Right to Public Services Act, 2020, to launch an automatic appeal system for online applications. If a service misses its deadline, the system flags it for review without requiring a citizen to file paperwork. This applies to services under the Ease of Doing Business Initiative.
Future bureaucrats will face tougher testing. The state approved a recommendation from an expert committee led by Professor David Syiemlieh to add a dedicated Paper VI to the Meghalaya Civil Service Competitive Examination. This new section forces candidates to demonstrate mastery of the state's history, economy, traditional systems, and culture. Officials expect these changes to sharpen the focus of the administrative workforce on local realities.

Beyond the primary legislative push, officials moved to boost investment by extending the Meghalaya Industrial and Investment Promotion Policy 2024 registration window by one year. The cabinet also overhauled the state’s liquor tax structure, folding VAT into the excise duty regime to consolidate oversight under the Excise department for better revenue tracking.
The government will also table a Bill during the session to sync state law with recent national Goods and Services Tax amendments. Additionally, the administration raised the upper age limit for Scheduled Tribe candidates applying for the Meghalaya Commerce and Industry Service to 32 years, up from 27, while updating the department’s service rules to match.
Regarding the new automatic appeal system for public services, the current portal hosts 220 notified services. The new framework cuts out the old 30-day window for citizens to file a first appeal to the Appellate Authority, forcing the system to track delays and trigger internal reviews on its own.
On the language front, the new Bill provides legal cover for Khasi and Garo in specific administrative duties, though English remains the standard for inter-district communication and court proceedings.

The state is launching a dedicated Foreign Contribution Regulation Act cell within the Home Department. Chief Minister Conrad K Sangma said the unit will coordinate with the Centre so local organizations can manage funding applications and renewals in Shillong instead of trekking to Delhi. Sangma said the goal is to balance regulatory oversight with the need to prevent asset seizures and undue hardship for local groups.
Health infrastructure is also getting a push. The government is lobbying the Union Ministry of Ayush to expand the North Eastern Institute of Ayurveda and Homoeopathy in Shillong. Sangma requested new facilities including sports centers and herbal gardens to upgrade student life. Locally, the government finally filled a long-standing medical vacancy at the Mawhati Primary Health Centre, with the local MLA earmarking additional funds to upgrade regional healthcare clinics.
The Public Health Engineering Department is tightening its grip on daily operations. Officials launched an internal drive to boost discipline and force a shift from manual files to digital systems. The department is weighing a move to biometric attendance for all staff to cut down on absenteeism and address service delays.
On the enforcement front, the West Khasi Hills Anti-Narcotics Task Force dealt a blow to drug trafficking. Officers intercepted a taxi and arrested two suspects after a chase, seizing nearly 11 grams of heroin. The accused face charges under the Narcotic Drugs and Psychotropic Substances Act. Meanwhile, the state’s tourism profile got a lift as the Shillong Indian International Cherry Blossom Festival picked up three international awards, cementing its status as a top-tier music event.

The move to add Paper VI to the civil service exam follows the official notification of the current MCS framework back in August 2025. While that framework already tucked state-related general knowledge into the preliminary round, this new paper shifts that focus into the main competitive exam. The committee tasked with building the structure of this exam, chaired by former UPSC chairman Professor David Syiemlieh, has officially handed over its final report to the government.
Regarding the Meghalaya Official Languages Bill, the government is essentially legalizing a move that was previously rolled out through an ordinance. This legislation effectively cements the role of Khasi and Garo as official languages via an amendment to the existing state act.

The KHADC formally reinstated Ainam Manik Syiem as the Syiem of Hima Mylliem on Friday. The order followed a High Court judgment that struck down his suspension and booted Alban Fredrick Syiem out of the acting role. Both men have until August 18 to finish trading assets and official records. Despite the court order and a warning regarding potential contempt proceedings, the transition hit a snag when Alban occupied the office chamber while Ainam supporters gathered in the conference hall.
Connectivity just got a boost in the hills. BSNL commissioned 454 new 4G sites across the state, bringing service to 192 villages that were previously off the map. The provider also pushed out a series of data plans and launched a self-care app for subscribers. Meanwhile, law enforcement kept the pressure on road safety. Shillong Traffic Police hauled in 14.23 lakh rupees in fines from 1,634 violations last month. Ri-Bhoi police showed even stiffer numbers, raking in 37.10 lakh rupees through nearly 2,000 challans over the last seven months.
The High Court shuttered the legal battle over political candidacy at NEHU. Justice Hamar Sing Thangkhiew tossed out the petition from VPP candidate Professor Batskhem Myrboh after the university finally handed over a No Objection Certificate. The EC also cleared NPP candidate Dr. DRL Nonglait to run in the Shillong Lok Sabha by-election. Additionally, local groups marked the 135th Manipur Patriots Day at the Laitumkhrah Rajbari to honor the fighters of the 1891 Anglo-Manipur War.

The cabinet move to lock in Paper VI for the Meghalaya Civil Service exams marks a definitive shift in hiring. While the Syiemlieh committee had already handed over its findings, the formal cabinet sign-off on Friday confirms the curriculum will mandate expertise in local history, society, and traditional governing structures. Government heads say the change forces recruits to reckon with the state's specific administrative realities before they ever set foot in an office.
