Kohima: Officials in Kohima launched a sensitisation drive for Reform Utsav on September 11. Limawabang Jamir, the State Nodal Officer and Secretary of Social Welfare, met with department heads to outline the plan. The goal is a bottom-up approach to fixing structural and procedural government issues.
The campaign operates in three phases. Joint Secretary Theodre Yanthan explained the process, noting: "Reform Utsav seeks to institutionalise a bottom-up approach to governance by sourcing, deliberating on and implementing reform suggestions from citizens, with emphasis on procedural and structural changes having wider public impact."
Jan Manthan kicks off on October 2, 2026. This phase starts with a new web portal for public submissions and community outreach sessions. Next, departments will sort these suggestions into quick-win or medium-term projects during the Vimarsh phase. Finally, Jan Samadhan focuses on delivering results.
Authorities want districts to form local committees immediately. These groups will include Urban Local Body members and municipal council leaders to push the agenda. The initiative avoids individual complaints, targeting systemic roadblocks instead. By December 2026, the government will hold a Sankalp Siddhi event to display final outcomes and successes.
