Kohima: Nagaland kicks off its Jan Manthan citizen outreach campaign on October 2. This effort marks the start of the Reform Utsav 2026 initiative. The state government aims to boost public participation in governance. Events will unfold through Gram Sabha and Village Council platforms statewide. The campaign runs alongside the People’s Plan Campaign, titled Sabki Yojana Sabka Vikas.
Principal Secretary and Development Commissioner Y. Kikheto Sema confirmed the launch in a public statement. Reform Utsav encourages locals to share practical ideas for better public services, simplified government processes, and improved ease of doing business. The four campaign stages are Jan Manthan, Vimarsh, Jan Samadhan, and Sankalp Siddhi.
Jan Manthan focuses on gathering suggestions for systemic changes. Citizens should propose broad administrative improvements rather than bringing up individual grievances. Government departments will distribute information, education, and communication materials to explain these reforms and gather feedback. As Sema stated, "The focus will be on identifying broader administrative reforms that can benefit the wider public rather than addressing individual grievances."
The Department of Rural Development acts as the nodal agency for the October 2 kickoff. Once the suggestions arrive, departments will review them during the Vimarsh phase. Officials will then turn feasible ideas into quick-win measures or medium-term projects. The state government wants all departments, district administrations, and community groups to take part in the process.
