Shillong: The Khun Hynniewtrep National Awakening Movement (KHNAM) has voiced strong frustration over the Khasi Hills Autonomous District Council (KHADC) for failing to amend Autonomous District Rule 128 for ten years. Despite consistent pressure from the party since 2016, the council has yet to implement the requested changes.
Thomas Passah, the working president of KHNAM, stated that the party submitted formal representations to the Chief Executive Member in April. He noted that follow-up meetings with current leadership have yielded no concrete progress. Passah highlighted that the KHADC remains unmoved even by recent legislative developments in the Garo Hills.
Although the KHADC recently formed a committee to review its broader set of regulations, Passah argued that Rule 128 should be fast-tracked as a standalone issue. He warned that waiting for a comprehensive review of all rules will cause unnecessary delays. Regarding the need for immediate action, Passah stated, “We are of the opinion that amending AD Rule 128 should be prioritised before undertaking a comprehensive review of all the rules.”
Passah expressed confidence that both the state government and the Governor would move quickly to grant assent if the council submitted the amendment now. He cautioned that the current Executive Committee will bear full responsibility for any future setbacks if they continue to stall while the political climate remains favourable for the change.
