KCP Insurgent Leader Arrested in Delhi as Manipur Weapons Cache Seized

Imphal: A joint operation involving the Delhi Police Special Cell, Manipur Police, and central security agencies has resulted in the arrest of Haobijam Dilip Singh, a senior commander of the banned Kangleipak Communist Party (KCP). Authorities apprehended Singh in Delhi, where he was allegedly attempting to attend a clandestine meeting. He is currently wanted in connection with more than 12 cases under the Unlawful Activities Prevention Act.

Interrogation of the insurgent leader provided critical intelligence, leading security forces to a massive recovery of arms and explosives in Manipur’s Kakching district. The cache included an AK-56 rifle, an Amogh rifle, an AI rifle, and an M4 rifle fitted with a scope. Personnel also secured 51 high-explosive bombs, two para bombs, 11 detonators, and four lethod shells.

The seizure further included nearly 2,000 live rounds of ammunition for various weapon systems, alongside several empty magazines for INSAS, AK-series, SLR, and light machine guns. Investigators also recovered assorted gear, including tarpaulin sheets and a mobile handset containing multiple SIM cards.

Security agencies suspect the recovered equipment was intended for large-scale violence in Manipur and possibly other regions. Investigators are now focused on mapping Singh’s contacts and activities within the national capital to determine if the insurgent group intended to expand its operations outside of the Northeast.
