Dimapur Urban Council Chairmen Federation Urges Tobacco Ban Grace Period

Kohima: The Dimapur Urban Council Chairmen Federation (DUCCF) is calling for a grace period to implement the state government's ban on tobacco and nicotine products. While the federation supports efforts to improve public health, it warns that immediate enforcement creates significant uncertainty and financial distress for thousands of small businesses and retailers across Nagaland.

The organization argues that many traders purchased their current inventory legally before the ban was announced. The federation officially endorsed a request from the Kohima Chamber of Commerce and Industry for a 30-day window to clear existing stock without facing penalties. The DUCCF stated, "public health should remain a priority, the federation said policy decisions must also take into account the economic realities faced by businesses and families dependent on tobacco trade for their livelihood."

Concerns were also raised regarding the effectiveness of the ban. The DUCCF warned that a sudden prohibition may lead consumers to purchase products from neighbouring states like Assam, which would result in lost tax revenue for Nagaland without successfully reducing consumption. The federation noted that this shift is already occurring as people begin sourcing larger quantities from outside the state.

The federation further urged the Dimapur Municipal Council to provide clarity on vendor licences. Since traders can no longer fully utilize their paid permits, the council should either issue prorated refunds or allow a specific sell-out window for existing products. The DUCCF concluded by calling for wider consultations between the government, business groups, and civil society to develop a more practical policy that protects public health while minimizing economic harm.
