Itanagar: The Arunachal Pradesh Cabinet, led by Chief Minister Pema Khandu, has approved a sweeping set of policy decisions designed to accelerate economic growth and streamline governance. Among the primary measures is the Arunachal Pradesh Micro, Small and Medium Enterprises (Facilitation of Establishment and Operation) Ordinance, 2026. This reform seeks to cut regulatory hurdles by allowing eligible businesses to begin operations through a self-declaration mechanism. Government officials stated the move will "improve ease of doing business, boost entrepreneurship, attract investment, and create jobs."
Education remains a central focus under the Shikshit Bharat to Shikshit Arunachal Mission. With a total investment now set to exceed ₹5,100 crore by 2029, the state has rationalized its school network from 2,890 to 1,885 facilities to improve resource allocation. Significant infrastructure upgrades have already been completed, including 90 PM Shri Schools, 152 science laboratories, and 159 libraries. The government also confirmed the regularisation of 74 contractual RMSA Trained Graduate Teachers and the appointment of 150 new special education teachers.
Infrastructure development extends to the state's rural connectivity goals. The Chief Minister’s Comprehensive State Rural Road Development Programme targets 1,129 unconnected habitations through a ₹2,000 crore project scheduled over the next three years. Additionally, the Cabinet amended the Arunachal Pradesh Land Settlement and Records Rules, 2012, to allow for the automatic conversion of agricultural land to designated uses within notified Master Plan areas, a move intended to simplify urban development.
Further administrative changes include an extension of the upper age limit for job seekers impacted by recruitment delays for APPSC exams advertised in 2022. The state also updated APSSB appointment rules, allowing experienced officers with Super Time Scale status to serve as board chairmen. To improve operational efficiency, the government created the Aalo West PWD Division by redesignating an existing establishment and extended the tenure of the Administrative Reforms Commission by six months.
Finally, the Cabinet adopted the Arunachal Pradesh Cooperation Policy, 2026, to align with national standards and enhance market access for the agricultural sector. Labour laws were also updated to comply with the federal Occupational Safety, Health and Working Conditions Code, 2020.
