Itanagar: The Central Government has formally removed 2003-batch IAS officer Padma Jaiswal from service. This decision follows an extensive disciplinary investigation into allegations of financial misconduct stemming from her tenure as the Deputy Commissioner of West Kameng district in Arunachal Pradesh between 2007 and 2008.
The removal was executed after the President of India approved a recommendation from the Department of Personnel and Training, which was supported by the Ministry of Home Affairs. The disciplinary process against Jaiswal began around 2009 and 2010 when charge memoranda were issued regarding the misappropriation of public funds. Throughout the investigation, both the Union Public Service Commission and the Central Vigilance Commission provided inputs that ultimately favored her dismissal under the All-India Services (Discipline and Appeal) Rules.
This case involved a significant legal journey through the judicial system. While the Central Administrative Tribunal initially dismissed the proceedings by questioning the authority of the Ministry of Home Affairs over AGMUT cadre officers, the Delhi High Court intervened on April 1, 2026. By overturning the tribunal decision, the High Court effectively reinstated the disciplinary proceedings and cleared the path for the administration to impose the penalty of removal. Jaiswal, who most recently served as Special Secretary in the Delhi Government Department of Administrative Reforms, held various postings across Goa, Puducherry, Delhi, and Arunachal Pradesh during her two-decade career.
