National Commission for Scheduled Tribes Probes Manipur Chiefs' Rights Act

Imphal: The National Commission for Scheduled Tribes has launched an official inquiry into the implementation of the Manipur Hill Areas (Acquisition of Chiefs’ Rights) Act, 1967. The federal body requested a comprehensive report from the Manipur state government after receiving a complaint from Salam Gourakishwor Singh in July 2025.

In a formal letter sent on May 20, 2026, Deputy Secretary K. D. Verma notified the Manipur Chief Secretary that the Commission is exercising its authority under Article 338A of the Constitution. This article grants the commission the power to monitor safeguards for Scheduled Tribes and investigate matters affecting their welfare. The state government now has 30 days to provide evidence and detail any actions taken regarding the implementation of the 1967 legislation.

The NCST clarified that the inquiry does not indicate a judgment on the validity of the complaint. Instead, the Commission stated that it intends to "examine the issues raised and consider the response of the state government before taking any further action." Should the government fail to respond within the allotted time, the Commission reserves the right to exercise civil court powers, which include issuing summons to force the appearance of government officials.

The Act in question governs the acquisition of traditional rights held by village chiefs in the state's tribal regions. It remains a focal point for ongoing discussions surrounding land administration and customary governance in Manipur.
