Kohima: Nagaland has not finished a single road project under the Pradhan Mantri Gram Sadak Yojana Phase-III. PWD Minister G Kaito Aye confirmed the lack of progress during the state Assembly session on September 1. He addressed questions from MLA Nuklutoshi regarding the stalled infrastructure.
The Ministry of Rural Development pushed the completion deadline to March 31, 2028. This move accounts for major setbacks across the country. Work orders for Batch-I arrived in March 2024. Batch-II followed in January 2025. Actual construction did not start until February 2026.
Aye cited four primary reasons for the slow pace. Contractors struggled to secure equipment for Full Depth Reclamation technology. The OMMAS portal remained locked for 13 months, freezing administrative tasks between March 2024 and April 2025. Abnormal monsoon rains from May to October 2025 halted earthwork for half a year. Finally, a five-month transition to the SNA-SPARSH financial system blocked payments from September 2025 to January 2026.
The minister remains optimistic despite these hurdles. "With the issues now settled, the state is positive to complete the PMGSY-III works before the revised deadline," Aye said. The government expects to finish all pending road works within the new 2028 timeframe.
