Shillong: Meghalaya Education Minister Lahkmen Rymbui released the Meghalaya School Performance Grading Index (MSPGI) 2025-26 this week. The system evaluates 11,443 schools across 12 districts. It marks the first time the state has implemented a school-level assessment framework. The index uses verified UDISE+ 2025-26 data to score institutions on a 1,000-point scale. It covers 43 indicators across five domains: accessibility, digital education, infrastructure, NEP activities, and quality standards.
Schools fall into one of 17 grades, ranging from Utkarsh to Akanshi-10. No institution reached the top Utkarsh tier. Jyoti Sroat School Higher Secondary in East Khasi Hills claimed the number one spot with 930 points. It sits in the Uttam-1 category. Army Public School Shillong followed with 924 points. Private institutions dominate the top rankings, holding 74 of the top 100 spots.
The state designed the tool as a diagnostic aid rather than a simple contest. It provides a shared language for teachers, committees, and district officials to pinpoint gaps. Rymbui said the index has been designed as a diagnostic and planning tool rather than a pure ranking exercise. Each school receives a report card to guide its improvement cycle. The department will use this to coordinate support for struggling facilities.
The MSPGI mirrors the national Performance Grading Index. Officials credited this focus for the state’s recent jump to a record 525.71 points, moving Meghalaya from the Akanshi-3 tier to Akanshi-1 under national PGI 2.0. The department remains clear on one point: the index complements existing inspections and does not measure student learning outcomes directly. Officials expect the system to sustain the state’s current upward momentum.
