Shillong: Contractors bringing migrant laborers into Meghalaya now carry the legal burden of registration. Labour Minister Methodius Dkhar announced the mandate on Monday. It stems from the Meghalaya Identification, Registration, Safety and Security of Migrant Workers Amendment Rules, 2020. The government launched these rules earlier this month.
Officials plan to skip roadside checks. Instead, inspectors will visit active job sites to verify compliance. "The Act has been made effective and there will be stringent rules to keep a check on labourers," Dkhar said. Failure to register workers triggers a graduated penalty system.
A first offense costs the contractor 10,000 rupees. A second violation jumps to 25,000 rupees. The third strike brings a 1 lakh rupee fine and three months of jail time. Alongside these rules, the state released a Standard Operating Procedure and an e-payment gateway for fines. The government claims these measures aim to protect workers without blocking their entry into the state.
