Imphal: The central government and the Manipur government signed a reform-based Memorandum of Understanding this week to bolster rural drinking water services. The agreement was finalized in the presence of Union Jal Shakti Minister C R Patil and Manipur Chief Minister Yumnam Khemchand Singh.
D Senthil Pandiyan, Joint Secretary of the National Jal Jeevan Mission, and Neilinthang Teilien, Secretary to the Chief Minister of Manipur, formally exchanged the documents during the ceremony. The event was also attended by Deputy Chief Minister Losii Dikho and Ashok KK Meena, Secretary of the Department of Drinking Water and Sanitation.
The mission represents a strategic pivot toward prioritizing long-term service delivery over basic infrastructure development. Chief Minister Khemchand noted that the updated framework emphasizes source sustainability, community engagement, and the implementation of the Sujalam Bharat digital system. He described the initiative as a transformative step for the region, stating, "The mission marks a transformative step towards assured, sustainable and quality drinking water service delivery for rural households."
This initiative aligns with the government's Viksit Bharat 2047 vision by establishing proper operation and maintenance policies. State officials expressed their commitment to the partnership and pledged full cooperation to ensure the project meets its long-term objectives across rural Manipur.
