Imphal: Manipur is fast-tracking the Manipur Infotech Enabled Development (MIND) Project. This $57.5 million effort aims to overhaul digital infrastructure, sharpen e-governance, and create tech-based jobs. The World Bank backed the plan with a $46 million loan approved in July 2023. Cyber Corporation Manipur Limited is managing the heavy lifting.
Chief Minister Yumnam Khemchand Singh met with a World Bank delegation at the Secretariat on September 23. Attendees included Director of Information Technology Robert Sharma and Senior Digital and AI Specialist Arun Sharma. The team reviewed state-wide progress. Singh stated, "The initiative will help strengthen digital skills, expand broadband connectivity, improve digital governance, promote entrepreneurship and support the development of sustainable, green infrastructure."
The state is building the Manipur IT Special Economic Zone at Mantripukhri. It covers 10.85 hectares. Plans for the site include five IT buildings spanning 8.76 lakh square feet. The zone will also hold skilling centres, a hotel, a hospital, and housing units.
Technical upgrades follow. The government is planning a Green State Data Centre for secure, sustainable data storage. A new Manipur Cybersecurity Operations Centre will defend state assets. The Department of Information Technology has already picked a Project Management Consultancy and started market engagement for these facilities. Ongoing 2026 reviews show the state remains focused on hardening its digital ecosystem.
