Shillong: The Khasi Hills Autonomous District Council (KHADC) introduced a deficit budget of Rs 16.93 lakh for the 2026-27 financial year during its summer session. Seiborlang Warbah, the Executive Member for Finance, reported estimated expenditures of Rs 214.60 crore against revenue receipts of Rs 214.43 crore. He noted that the council moved forward with the full budget to ensure uninterrupted administration after the current Vote-on-Account expires on June 30.
A primary focus of the new fiscal plan is the protection of community-owned Raid land. The Executive Committee intends to implement a land ceiling mechanism to curb large-scale transfers to private entities, which officials fear threatens the interests of local farmers and vulnerable families. Warbah stated, "The continued allocation of vast tracts of Raid land poses a serious threat to future generations, particularly farmers, landless families, and economically weaker sections who depend on such land for cultivation and settlement."
To modernize land management, the council plans to appoint a Land Recording Officer specialized in Geographic Information Systems. This role will support the Digital India Land Records Modernization Programme and improve boundary surveys for Title Rights Certificates. The council also aims to boost revenue through a digital awareness campaign regarding professional taxes and the expansion of online payment systems.
Financial stability remains a priority, with the council anticipating Rs 85.50 crore from the 16th Finance Commission for the current year. These funds are designated for rural development, including sanitation and water management projects. Additionally, the budget allocates resources to bolster the Judicial Department, pending High Court approval for the appointment of one Additional Judge and two Magistrates.
