Shillong: A financial dispute has emerged between the VPP-led Khasi Hills Autonomous District Council and the NPP-led Meghalaya Democratic Alliance government. The council claims the state has withheld more than Rs 41.5 crore in revenue, threatening its ability to cover administrative costs and development projects.
Chief Executive Member Winston Tony Lyngdoh addressed the issue during the opening of the council's summer session. He stated that the council has not received its share of revenue from transport and minor minerals since last year. The total amount in question includes Rs 29 crore in royalties and Rs 12.5 crore from the second installment of the 15th Finance Commission grant. Regarding the impact of the missing funds, Lyngdoh said, "Till now, and since last year, we are yet to receive the share due to the KHADC. The government has not released the council’s share from transport and minor minerals."
Deputy Chief Minister Prestone Tynsong rejected the allegations, arguing that the government frequently provides financial support ahead of schedule. He asserted that the state has fulfilled all obligations to the council for the foreseeable future. According to Tynsong, "As far as the KHADC is concerned, I can tell you that we have released all dues up to March 2026. Therefore, I see no reason to suggest the government is delaying payments."
Despite the government's stance, the KHADC executive committee continues to report a lack of actual cash flow, maintaining that the necessary funds for its operations remain inaccessible.
