Guwahati: Assam Chief Minister Himanta Biswa Sarma confirmed a massive shakeup of state services following Sunday's cabinet meeting. The government plans to launch a technology-driven emergency framework linking police, fire, health, and disaster teams under one number: 112. Crews will build an Emergency Response Centre at the Lachit Barphukan Police Academy in Dergaon. The Centre for Development of Advanced Computing will run the tech side of this project.
Mining rules face a sharp update. Officials changed the Assam Minor Mineral Concession Rules to fix enforcement gaps. Inbound trucks hauling sand or stone from other states must now pay 150 rupees per cubic metre. A 200 rupee transit fee applies to every vehicle carrying minor minerals. Sarma noted that the rules will "modernize mineral governance in Assam by addressing operational gaps, seasonal supply disruptions, and inadequate enforcement mechanisms."
Ministers gained some relief as the state lifted its ban on foreign travel for government officials. Business growth is also on the agenda. AMUL received 33 bighas of land in Biswanath Chariali to build a new milk processing plant. Legislators will soon debate several new bills. These include the Guwahati Satellite City Development Authority Bill and updates to tourism registration, land revenue, and business ease laws.
