Guwahati: The 16th Assam Legislative Assembly opens its budget session today in Guwahati. Lawmakers assemble at 9:30 am to begin the proceedings. This session will shape the state's financial future.

Finance Minister Jayanta Malla Baruah will present the 2026-27 Assam Budget on July 10. The government plans to introduce several bills already approved by the cabinet to overhaul business, land, and urban policies.

New legislation includes the Assam Tourism (Amendment) Bill, 2026, and the Assam Shops and Establishments (Amendment) Bill, 2026. Officials also target small business growth through the Assam Micro, Small and Medium Enterprises (MSME) Bill, 2026. The government aims to simplify regulations via the Assam Ease of Doing Business (Amendment) Bill, 2026.

Legislators will also handle urban expansion and governance. The Guwahati Satellite Town Development Bill, 2026, seeks to manage infrastructure pressure on the capital. Additionally, the Assam Public Trust Bill, 2026, establishes rules for how trusts operate, while the Assam Land and Revenue Regulation (Amendment) Bill, 2026, proposes key changes to land laws. These measures reflect the state's focus on modernization, with the house expecting "extensive discussions on these bills, along with debates on the state’s financial roadmap and other key policy matters."
