Guwahati: The Right to Information Activists Association of Assam wants an independent probe into Sivasagar school funds. General secretary Bijoy Kutum filed the complaint on August 27. He demands answers on how officials spent cash for uniforms, school repairs, and development projects. The group seeks a full audit of every government-funded project in the district.
Activists flagged systemic procedural lapses and unexplained delays. They want the Sivasagar District Commissioner to trace the paper trail. This includes sanction orders, tender records, work orders, measurement books, bills, payment vouchers, bank records, and completion certificates. The investigation must determine if the government followed proper procurement rules, such as public notices and competitive bidding. Officials must confirm if the work quality matches the price tag.
The association calls for physical, school-by-school site checks. They want photographs of current conditions and the names of officials who signed off on completed work. The group wants to identify if contractors or committees failed to finish projects. The association clarified, "The association, however, clarified that it was not seeking to prejudge the culpability of any individual, school authority, committee, contractor or implementing agency, and has instead urged the competent authorities to independently verify the allegations."
The investigators must fix responsibility for any negligence or missing money. The group demands the recovery of misused funds and legal action where necessary. They also ordered the preservation of all original records and electronic data until the probe ends. Copies of the complaint reached the Assam Chief Minister, the Education Minister, and the relevant departmental authorities. The activists expect a formal action-taken report once the inquiry concludes.
