Arunachal Governor Calls for Better Financial Planning to Curb Project Delays

Itanagar: Arunachal Pradesh Governor K.T. Parnaik is calling for significant improvements in the state's financial governance and project execution. During a review of the state's fiscal audit report for the 2024-25 year, the Governor highlighted how delays and a lack of preparation often force a frantic rush to spend funds at the end of the year, which undermines both project efficiency and overall outcomes.

Parnaik argued that departments should begin planning long before the actual budget allocation process. He suggested that officials use past funding trends and experience to prepare detailed project proposals ahead of time, ensuring that tendering and execution can start as soon as budgets are approved. He noted that the current approach often results in the loss of nearly two quarters of the financial year.

Emphasising the need for a change in strategy, Parnaik said, "Effective financial planning should begin well before budget allocations are made." The Governor also urged state departments to embrace technology to improve transparency and accountability throughout the administrative and implementation process.

Principal Accountant General Vanlal Chhuanga reported that while the state maintains a relatively healthy financial position compared to others, certain audit findings require closer oversight. Officials confirmed the meeting focused on instilling greater financial discipline to ensure public funds are handled efficiently and development works are completed on schedule.
