APCYA Seeks NHRC Probe Into Extortion Claims Following Minor Girl’s Death

Itanagar: The Arunachal Pradesh Chakma Youth Association (APCYA) has formally requested the National Human Rights Commission (NHRC) to launch an investigation into allegations of extortion linked to a 15-year-old girl's death. The girl, who worked as a domestic help, died in the Lower Dibang Valley district on December 11, 2025.

According to the complaint filed Thursday, Chikond Chand Chakma of the All India Chakma Students Union (AICSU) and his associate Amit Chakma allegedly extorted 3 lakh rupees from the girl's employer to settle the case. APCYA president Rup Singh Chakma claims that the victim's father confirmed in a social media video that he received 1.10 lakh rupees, while the remaining 1.90 lakh was taken by the two accused individuals.

The NHRC had previously recommended that the Arunachal Pradesh Chief Secretary hand the inquiry over to the Central Bureau of Investigation, citing significant lapses in earlier investigations. Following the emergence of the extortion allegations, the AICSU formed an internal committee that ultimately dismissed the claims made by the victim's father.

Rup Singh Chakma sharply criticized this internal move, stating, "Expectedly, the AICSU, which acted as the judge and jury with respect to the complaint against itself, dismissed the allegations made in the video by Lakkhimuni Chakma, father of the deceased."

The APCYA fears these developments compromise the integrity of the ongoing pursuit of justice. They have asked the NHRC to direct its investigation division to look into the matter and share findings with the CBI. Rup Singh Chakma warned that such abuse of the complaint process has become a growing menace, effectively allowing perpetrators to avoid prosecution and fueling a cycle of child labor within the community.
