Shillong: The Voice of the People Party is fighting a new Education Department order issued on August 19. This policy mandates that all teachers hired through 2027-28 will serve on contractual terms under the Structured Pay Framework of SEMAM. Party leaders say this plan ignores thousands of open teaching positions across Khasi-Jaintia and Garo Hills. The move forces educators to rely on inconsistent funding instead of secure state grants.
VPP spokesperson Dr. AW Rani says the order shows a total lack of vision. He claims it ignores the needs of teachers while threatening the state's deficit school system. "The order reflected a lack of vision for education and inadequate consideration for teachers," Rani said. The party warns that moving deficit teachers into this new framework will strip them of their existing grant-in-aid status.
Critics point to sloppy administrative work within the document. The order cites seven different notifications but fails to include the foundational document from August 12, 2026. It also hides the specific identity of the so-called Competent Authority behind the mandate. The party wants to know if the Education Minister, the Chief Minister, or the full Cabinet approved the shift.
Thousands of trained youth with D.El.Ed and B.Ed qualifications face a bleak future under these rules. The VPP demands an immediate withdrawal of the order. They want the government to fill vacant posts through transparent, merit-based recruitment. Rural education relies on stable staffing. The state must provide secure employment to fix the system.
