Meghalaya Bans Autonomous Councils from Collecting Livestock Entry Fees

Shillong: Meghalaya officials shut down a scheme charging fees on livestock entering the state. The government declared all such tolls illegal today. The crackdown follows a specific complaint against the Khasi Hills Autonomous District Council.

Animal Husbandry and Veterinary Minister Sanbor Shullai confirmed the decision. He noted that the council tried to authorize a private individual to collect cash from trucks at Byrnihat. "We received a complaint and asked our officials to examine whether the collection of the toll was legal or illegal," Shullai said.

The department reviewed a work order from June 1 that allowed a trader to tax livestock vehicles for the 2026-27 period. Under Secretary P Lyngdoh confirmed that councils lack the authority to levy these entry fees. Shullai stated, "Collection of toll on entry is not allowed. Therefore, it is illegal."

This ban hits every council in the state. Officials sent formal notices to all three autonomous district councils ordering them to stop immediately. The state wants to clear up rules for traders moving animals across the border. No more unauthorized taxes are permitted.
