Shillong: Knowledge capital, ranging from patents to organizational expertise, drives the modern global economy. Innovation-led growth makes older technologies obsolete, shifting focus toward fields like artificial intelligence, biotechnology, and clean energy. India’s scientific advisory system has evolved significantly since 1948, moving from peripheral lab coordination to the core of national policy.
Prime Minister Jawaharlal Nehru initiated the Advisory Committee for Coordinating Scientific Work in 1948. Later, 1986 saw the establishment of the Science Advisory Council by Prime Minister Rajiv Gandhi, giving practicing scientists a direct voice in policy. This change bore fruit through projects like the Department of Biotechnology and the development of the PARAM 8000 supercomputer. Today, the Prime Minister’s Science, Technology and Innovation Advisory Council focuses on collaborative solutions to complex national problems.
The current advisory model asks a vital question: "What challenge are we trying to solve, and who needs to be in the room to solve it?" Platforms like I-STEM now treat expensive scientific instruments as national assets, allowing startups and students to book equipment across institutional boundaries.
States must now adapt these frameworks to their own unique geographies. Meghalaya faces distinct hurdles, including connectivity gaps and a small research base. It should avoid simply imitating larger industrial states. Instead, it must build on local strengths like biodiversity and high-value agriculture while tapping into national platforms for advanced capabilities.
Meghalaya’s current structure, led by the State Council of Science, Technology and Environment, remains fragmented across various administrative departments. To modernize, the state requires an independent, multidisciplinary advisory body to provide the Chief Minister and Cabinet with evidence-based guidance. This institution would ensure that science serves as a practical driver for local policy rather than just a peripheral concern.
