Shillong: The Hynniewtrep Integrated Territorial Organisation issued a sharp ultimatum to traditional heads across the Khasi Hills on Monday. HITO wants these leaders to either hand back their Sanads or push for a convention to settle who actually runs indigenous land. The move targets the deep tension between the Khasi Hills Autonomous District Council and local institutions like the Syiems and Rangbah Shnongs.
HITO president Donbok Dkhar claims the current system traps governance in legal limbo. He warned that without clear rules, administrative deadlocks will continue to cripple local administration. The group wants a formal gathering of historians and experts to define how the Dorbar Shnong and other bodies fit under the Sixth Schedule.
Dkhar insists that the Council fails to consult chiefs before passing laws that impact their territory. This lack of collaboration remains a major sore spot. HITO stated, "The objective is to secure long-term legal certainty for Khasi identity and indigenous rights."
The group noted that historical agreements like the Instrument of Accession need a fresh look to prevent further clashes. If the chiefs actually return their appointment letters, the region could face a major shutdown of governance. HITO maintains that this isn't a fight against the Council but a push for basic legal rights.
