COLKS and KHADC Trade Blame Over Dilapidated Medicine Hub

Shillong: The Centre of Learning, Knowledge and Services fired back at the Khasi Hills Autonomous District Council on Sunday. They blamed the Council for handing over a broken, empty facility despite a heavy investment of Rs 9.47 crore. The building lacks basic needs. The site had no power or water when the lease started in July 2024.

Chief Executive Member Winston Tony Lyngdoh recently attacked COLKS for failing to open the Khasi Traditional Medicine Institute. He claimed the firm ignored rent payments and left the site in ruins. COLKS denied these accusations. They insisted the Council had verbally agreed to a rent break until December 2025 because of the building's poor condition. The firm claimed the CEM's allegations of ignored payment reminders were "completely fabricated."

Serious infrastructure gaps plagued the property from the start. COLKS said they did not get electricity until February 2025. Water access remains a fight. A lightning strike hit the site in July 2025, causing major damage to electrical systems that lacked proper grounding. A burglary in June 2025 added to the mess.

COLKS defended their selection, citing a transparent bidding process from 2023. They claim the Council went quiet after December 2025 and stopped answering calls. Public funds totaling nearly Rs 10 crore now sit locked in a shell of a project. Neither side shows signs of backing down.
