Guwahati: Assam ranks among the top performers in India for carrying out the three new criminal laws. Haryana holds the top spot, followed by Goa, Assam, Chandigarh, and Punjab. These states rolled out the Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshya Adhiniyam to replace colonial-era statutes on July 1, 2024.
The Union Home Ministry tracks performance using administrative reforms, operational efficiency, technology use, and digital system integration. The ministry aims to speed up the justice process. Officials stated that the reforms ensure cases move from initial police reports to Supreme Court verdicts within three years.
Technology plays a major role in the shift. The Interoperable Criminal Justice System 2.0 now links police, courts, prisons, forensic labs, and prosecutors. Twenty-three states and territories are fully synced. Investigators filed 60.96 percent of charge sheets within 90 days in 2026, up from 39.56 percent in 2024. For sexual offences, the jump was sharper, hitting 75.16 percent in 2025.
Police have filed over 74 lakh FIRs under the new code. They also generated 46.50 lakh digital evidence IDs using the e-Sakshya app. To handle the workload, the Centre added eight more forensic labs, bringing the total to 15. As the ministry noted, "The implementation of the new laws has significantly improved the pace of investigations."
