Assam Government Implements Austerity Measures to Boost Fiscal Discipline

Guwahati: The Assam government has launched a series of austerity measures aimed at tightening public spending and improving overall fiscal discipline. Through an executive order, the state administration plans to cut fuel expenditure by 20 percent and reduce revenue and establishment costs by 10 percent for the current financial year. These changes respond to the current crisis in West Asia and a broader mandate for administrative preparedness.

As part of these cost-cutting efforts, the state is scaling back the convoy sizes for the Chief Minister, ministers, and senior officials. Movement of security forces between districts will also be restricted, requiring prior approval unless an urgent law and order situation arises. The government has implemented a six-month freeze on buying new vehicles and ordered the scrapping of all obsolete official cars. Departments are now expected to encourage carpooling and prioritize electric vehicles for all new hires.

A significant portion of the mandate focuses on green mobility and energy conservation. The Guwahati Municipal Corporation is tasked with transitioning to a fully green public transport system, while other municipal bodies are encouraged to move away from fossil fuel alternatives. Officials must also conduct energy audits to reduce electricity waste, including optimizing streetlight usage. To minimize administrative costs, physical meetings are being replaced by virtual alternatives, and expenses related to cultural programs, official dinners, and hospitality are being discouraged.

Foreign travel for government officials is largely deferred for six months, except for cases involving national interest, medical emergencies, or education. To offset these costs, the government is seeking new revenue streams by revising license fees, user charges, and lease rents. Additionally, the state plans to commercially utilize public infrastructure like community halls to generate income. These measures will remain in effect until further notice.
