Itanagar: Arunachal Pradesh Chief Minister Pema Khandu has announced the formation of four high-powered committees to address critical concerns regarding tribal identity, land rights, and demographic security. This decision follows extensive consultations with the Arunachal Indigenous Tribes Forum, the All Arunachal Pradesh Students’ Union, the ST Bachao Andolan Committee, and various community organizations.
Each committee will be led by a cabinet minister and include legal experts, research scholars, women representatives, and members of the concerned advocacy groups to ensure a balanced and inclusive process. The official notification establishing these panels and their specific terms of reference is expected by Monday.
The committees will focus on four primary mandates: the re-verification of Arunachal Pradesh Scheduled Tribe (APST) certificates, policy measures regarding non-APST offspring, the strengthening of the Inner Line Permit (ILP) framework including a review of the 2026 guidelines, and strategies to curb illegal infiltration. These panels aim to provide actionable recommendations to protect the rights of indigenous communities.
While the committees are expected to submit their findings within six months, the government may extend this timeline based on the progress of field studies. Chief Minister Khandu will chair three review meetings throughout the process to ensure consistent monitoring and oversight of these reforms.
