Guwahati: Varnali Deka made history as the first woman IAS officer from Assam to qualify for appointment as Joint Secretary to the Government of India. She moved to a central government post last August after working as Commissioner and Secretary of the General Administration Department in her home state.
Deka built her career through high-stakes roles across the region. She served as Deputy Commissioner in five districts: Barpeta, Golaghat, Goalpara, Kokrajhar, and Nalbari. She also led the Guwahati Metropolitan Development Authority and the Assam Skill Development Mission. Her resume includes stints as Secretary for Health, Urban Development, and the Bodoland Territorial Council. She even directed the Assam and Bodoland Administrative Staff College.
Before joining civil service, Deka worked in the private sector for Tata Consultancy Services and ANZ Bank. She holds a BTech, an MBA, an LLB, and a PhD in Commerce. A former state topper, she remains a Visharad in Indian classical music. She earned two National Water Awards and two National e-Governance Awards. Her administrative work caught the eye of national leaders.
The Capacity Building Commission selected her work on the One District One Product initiative in Kokrajhar for the Prime Minister’s Public Human Resources Council. Her Jan Bhagidari initiative in Poshan Kokrajhar is now featured on the iGOT Karmayogi platform. Reflecting on her professional journey, the department noted that her work has been "recommended as replicable best practices" by groups including the United Nations Development Programme and NITI Aayog. Deka remains the only officer from the 2009 North-East batch to receive the L.V. Reddy Memorial Award for Best Officer Trainee.

Deka expanded her portfolio in Assam by serving as the Managing Director of the Assam State Rural Livelihood Mission and Executive Director of the Samagra Shiksha Abhiyan. She also took on duties as Secretary for Skill, Empowerment and Entrepreneurship Development.
Before the civil service, she clocked time at Tata Consultancy Services as a business analyst and engineer. Her path to the IAS included an initial stint as an IPS officer, having cracked the UPSC with rank 82 for the police service before hitting rank 16 for the IAS. Deka is an alumna of Delhi Public School, R.K. Puram, St Mary's School in Guwahati, RV College of Engineering, and IIT Bombay. She earned her BTech in Computer Science and an MBA in Systems and Operations with a minor in Finance.
Her academic record includes being an NTSE scholar. Her trophy case also holds the Prime Minister's Award for Excellence in Public Service, the Election Commission's Best DEO Award, and the Chief Minister's Karmashree award.
