Tripura High Court Fines Police Officer Over Illegal Arrest

Agartala: The Tripura High Court slapped a Rs 2,000 fine on Sub-Inspector Saikat Dey for contempt of court. Dey broke Supreme Court arrest rules. He has four weeks to pay the fine or face one month in jail. The division bench, led by Chief Justice MS Ram Chandra Rao, issued the order Thursday.

Trouble started in April 2026. Saikat Saha claimed municipal worker Rabindranath Ghosh and officer Joy Debnath shook him down for Rs 2 lakh. Saha refused to pay. He was later beaten outside his home and dragged to the East Agartala Police Station. CCTV footage later proved Saha was assaulted inside the station while in custody.

Ratna Roy, the victim's mother, fought the case in court. She alleged police ignored her initial complaints. The High Court formed a Special Investigation Team to probe the assault and the extortion claims. SIT findings backed Saha's story. The court found glaring holes in the police officer's report. The bench observed that the investigation did not support the claim that the youth had been creating a public nuisance or that he had been taken to hospital immediately after his arrest.

Dey tried to claim the youth was drunk and causing a scene. The judges didn't buy it. They ruled he ignored the mandatory arrest procedures set in the Arnesh Kumar judgment. The officer sat by while the assault happened. He failed to stop it. The court considers the contempt case closed.
