Agartala: Tripura Chief Minister Manik Saha traveled to New Delhi for International Literacy Day and the ULLAS Mela. The Ministry of Education hosted the event. It aims to push literacy as a movement driven by the people.
Saha joined Union Minister of State Jayant Chaudhary and various state officials to mark the progress. Other attendees included Dr. Vanlalthlana, Shri Rohit Thakur, Dr. Dhan Singh Rawat, and Shri Raju Basnet. These leaders represented regions that already hit full literacy marks.
The group toasted a major win. Jammu and Kashmir officially attained full literacy status. This addition brings the national tally of fully literate states and union territories to 10. Saha noted the success of the campaign during the event.
"The event showcased the collective efforts being made across the country to promote literacy and lifelong learning," Saha said. He emphasized that public participation is the backbone of these national initiatives.

Saha reported a major win for Tripura during the New Delhi event, announcing that the state hit a zero percent dropout rate at the primary level for the 2025-26 academic year. Records show the state dropped from a 2.21 percent rate in 2013-14 to its current mark. Secondary school dropout rates also improved, falling from 25.51 percent to 10.40 percent over the same period. The state now aims to push those numbers even lower over the next three to four years.
To fix low enrollment in rural areas, the state plans to merge underperforming schools into residential campuses modeled after Eklavya institutions. Tripura also launched a Board of Open Schooling and Examination and expects to open Balvatika pre-school programs in all 2,048 state primary schools within two years. Saha stated that the state has run the ULLAS program since May 2022, using hands-on training to teach neo-learners practical skills like banking, market math, and basic hygiene.

Education Minister Pralhad Joshi, along with state-level officials T. K. Anilkumar and Archana Avasti, joined the proceedings in New Delhi. Discussions during the event focused on the broader vision for a developed India by 2047, with Saha framing literacy as a core tool for social transformation and personal dignity.
The state is shifting its focus toward systemic changes under the National Education Policy 2020. This includes giving District Magistrates and Collectors direct oversight of quality in rural schools. Officials are also rolling out digital education upgrades and specialized programs targeting girls' education and inclusive learning to boost the state schooling ecosystem.
