Opposition leader criticizes late bill circulation at KHADC

Shillong: Opposition leader Titosstarwell Chyne voiced strong objections on Wednesday regarding the late circulation of key amendment bills by the Executive Committee in the Khasi Hills Autonomous District Council. During the opening of the council’s Summer Session, Chyne argued that distributing documents on the eve of the session or just before proceedings began effectively prevents elected members from performing their duties.

Chyne highlighted the impracticality of expecting members to analyze complex legislation while simultaneously preparing for budget discussions. He noted that officials were given an unrealistic 3 pm deadline to submit amendments for bills they had only received hours earlier. These include the United Khasi and Jaintia Hills Autonomous District Council (Trading by Non-Tribals) (Amendment) Bill, 2026, and the KHADC Fisheries Act amendment.

"We are not here merely to support or oppose every proposal. As elected members, we have the responsibility to examine bills and provide constructive suggestions. However, that opportunity is being denied to us," Chyne said. He suggested that the Executive Committee should have called a special session if the legislation required urgent attention.

The Executive Committee introduced several other major items on the first day, including the Khasi Hills Autonomous District Council (Regulation and Administration of Land) (Amendment) Bill, 2026, and the Khasi Hills Autonomous District Council Service Rules, 2026. Members also received reports on property inheritance legislation, administrative appointments, and local election matters.
