Aizawl: The Mizoram Cabinet, led by Chief Minister Lalduhoma, officially approved the Mizoram Inner Line Pass (ILP) Guidelines, 2026, during a meeting held on May 18. This revised framework seeks to streamline and strengthen the procedures governing the issuance, monitoring, and enforcement of permits for non-resident visitors. Operating under the Bengal Eastern Frontier Regulation of 1873, the ILP system remains a critical mechanism for protecting the state's indigenous identity, unique cultural heritage, and demographic composition.
This policy shift addresses growing public concerns regarding potential violations of the current system. Key civil society organizations, including the Young Mizo Association (YMA), Mizo Zirlai Pawl (MZP), and various merchant bodies, had previously urged the government to implement more rigorous oversight. The necessity for these changes has become more pronounced following a significant surge in tourist arrivals, facilitated by the successful operation of the Bairabi-Sairang railway line since September 2024.
Beyond the ILP reforms, the cabinet session resulted in a series of administrative and development-focused decisions. These include the Mizoram Startup Policy 2026, the draft Mizoram Regulation of Fireworks Bill 2026, and the establishment of the Mizoram Urban Development Company. The government also confirmed the appointment of former Chief Secretary Renu Sharma as an advisor, alongside the approval of the Aizawl City Traffic Police Warden Scheme, the provincialisation of several Adhoc Grant-in-Aid schools, and the draft Mizoram Engineering Service Rules 2026.
