Meghalaya High Court to Hear KHADC Appeal on Mylliem Syiemship

Shillong: A Division Bench of the Meghalaya High Court hears the Khasi Hills Autonomous District Council appeal today. The Council wants to overturn the August 11 judgment that reinstated Ainam Manik Syiem as the Syiem of Hima Mylliem. Judges quashed Ainam’s suspension and nullified the appointment of Alban Fredrick Syiem as Acting Syiem.

The KHADC filed the appeal on Friday. Even as it complied with the order, the Council made the move subject to the outcome of Writ Appeal Nos. 42 and 43 of 2026. Denzil R. Chen, the Executive Member for Elaka and Markets, confirmed the committee’s stance. "The High Court has delivered its judgment and issued a directive for reinstatement. The Executive Committee has already decided to appeal and the minutes of the decision were issued yesterday," Chen said.

The Council disputes how the court interprets the 2007 Khasi Hills Autonomous District Act. Justice Wanlura Diengdoh ruled that the Council ignored mandatory procedures and operated outside the law. Officials must now hand over all records, assets, and properties of the Hima Mylliem office by August 18. Ainam must keep careful track of all official records during the appeals.

Justice Hamarsan Singh Thangkhiew also hears a contempt petition today. Ainam filed the case against Chief Executive Member Winston Tony Lyngdoh. The court previously warned that failure to comply could trigger severe consequences. The judge signaled that non-compliance would force personal appearances in court.
