Meghalaya High Court Closes Case on Historic Laban Circuit House

Shillong: The Meghalaya High Court has closed a public interest litigation regarding the future of the Laban Circuit House, also known as Bidhan Bhavan. The legal challenge began after the state government proposed demolishing parts of the historic structure, prompting resident Malabika Bisharad to seek protection for the building.

Built in the 1920s, the house is associated with historical figures such as Rabindranath Tagore and Netaji Subhas Chandra Bose. While the petitioner sought to preserve the site for its historical significance, the Meghalaya Heritage Authority determined the property does not meet official heritage criteria. Additionally, inspectors found the structure to be in a dilapidated state.

Chief Justice Revati Mohite Dere and Justice Wanlura Diengdoh suggested that the government honor Dr. Bidhan Chandra Roy at the location instead of pursuing total preservation. In response, the Public Works Department confirmed plans to install a bust and plaque within a landscaped garden setting on the grounds.

The court reviewed the development plans and photographic evidence provided by the state. Satisfied with the resolution, the bench concluded that "nothing further survives for consideration in the PIL" and formally disposed of the matter.
