Meghalaya Government Bans Livestock Entry Tolls Collected by KHADC

Shillong: The Meghalaya government ordered the Khasi Hills Autonomous District Council to stop collecting tolls on incoming livestock. Animal Husbandry and Veterinary Minister Sanbor Shullai labeled the fees illegal this Friday. The move follows a formal complaint regarding a work order issued earlier this summer.

The KHADC had authorized Francis L. Nongbri of Mawlai Nongkwar to tax livestock vehicles at 19th Mile, Byrnihat, for the 2026-27 period. Shullai pushed his staff to verify the claim. The state department subsequently notified the District Council Affairs department that such taxes violate established movement and trade rules.

Shullai stated, "Therefore, it is illegal. We have sent a letter from the department to disallow the district council from collecting tax on entry of livestock." The state extended this directive to all three Autonomous District Councils in the region to ensure uniform compliance. Official correspondence confirmed the prohibition, stating, "You are requested to kindly inform KHADC and other ADCs that collection of toll on entry is not allowed."
