Shillong: The Khun Hynniewtrep National Awakening Movement has voiced strong frustration with the Khasi Hills Autonomous District Council over the persistent delay in amending AD Rule 128. Despite the issue remaining unresolved since 2016, the party claims that successive executive committees have failed to take decisive action despite frequent appeals.
KHNAM Working President Thomas Passah noted that his party submitted a formal representation to the Chief Executive Member in April. Although the group expected the amendment to reach the floor during the current session, the Council instead opted to form a committee to conduct a full review of all AD Rules. KHNAM argues that this approach is inefficient because a standalone amendment would be a faster, more practical solution.
Passah warned that further inaction could lead to future complications, particularly if the office of the Governor changes before the amendment is submitted. He stated, “The responsibility will be of the present EC of the KHADC who chose to hold back and delay when the time was right.”
The party remains concerned that the Council is ignoring the sense of urgency shown by neighboring councils in the Garo Hills. KHNAM is now calling on the current leadership to bypass the broader review process and move the amendment forward immediately to ensure it can be processed by the State Government and the Governor without further setbacks.
