KHADC Restarts Review of Khasi Inheritance of Property Bill

Shillong: The Khasi Hills Autonomous District Council (KHADC) has officially resumed its review of the Khasi Inheritance of Property Bill, 2021. After three years of stagnation, the council moved to restart the examination process during its Summer Session on Wednesday by reconstituting the Select Committee responsible for evaluating the proposal.

The legislation seeks a significant shift in how ancestral assets are handled within the Khasi community. Current customary law dictates that the Khadduh, the youngest daughter, holds the primary responsibility for family property. If passed, the bill would allow for the distribution of ancestral property among all children in a family.

Chief Executive Member Winston Tony Lyngdoh will lead the newly formed committee, filling the vacancy left by the resignation of former Chief Executive Member Shemborlang Rynjah. The council noted that the legislative process had stalled because the panel remained inactive following Rynjah’s departure.

The committee is now composed of Leader of Opposition Titosstarwell Chyne, Executive Member in-charge of Law Deity M Majaw, Nongskhen MDC Grace Mary Kharpuri, and Executive Member Denzil R Chen. These members are tasked with reviewing the specific provisions of the proposal. According to the KHADC, the committee will "examine the provisions of the Bill and submit its findings and recommendations to the KHADC for further consideration."
