Shillong: The Khasi Hills Autonomous District Council faced scrutiny on Wednesday during the opening of its Summer Session. Opposition members challenged the Executive Committee over the appointment of senior advocate HL Shangreiso as the council’s Special Counsel, questioning why an external lawyer was selected over local legal talent.
United Democratic Party MDC Barikupar Synrem spearheaded the questioning, asking if the council lacked competent lawyers within Meghalaya and if Shangreiso possessed the necessary understanding of Khasi customs. Deity H Majaw, the Executive Member for Law and Legal Matters, defended the decision by citing the need for expert guidance in High Court proceedings. "We need a lawyer who can effectively represent and guide the council in legal matters and help us defend our cases before the High Court. The appointment was made after due homework and consultation," Majaw explained.
Majaw noted that the council currently retains a legal team including standing counsels PS Nongbri, Olivia AI Bang, and W Khyllep. The discussion shifted toward the rising volume of litigation, with Majaw confirming that 85 cases are pending before the High Court. These disputes cover service matters, trade issues, and Elaka administration.
Opposition leader Titosstarwell Chyne criticized the Executive Committee after Majaw was unable to provide a breakdown of cases won or lost during the current administration. Chyne labeled the lack of data as irresponsible, arguing that the committee should maintain clear records of its legal performance. Majaw maintained that compiling specific win-loss ratios is a complex task but promised to table detailed case information if formally requested by the Chair.
