Guwahati: An 11 crore embankment project in Dibrugarh remains unfinished after eight years. The Secha River project was meant to shield 55 villages in the Lezai-Kalakhowa area from annual floods. Work spans four kilometers in Bordoibam village.
Former Assam Chief Minister Sarbananda Sonowal laid the foundation stone in 2019. Despite this start, the structure sits incomplete. Locals claim the contractor received 90 percent of the budget. Questions persist regarding how these funds were released for such little work.
Residents are fed up with the Water Resources Department. The project was a primary demand for flood-prone families in the Khowang constituency. One villager stated, "The embankment was a long-standing demand of the people of Lezai-Kalakhowa."
Accountability is non-existent. The community is now demanding the state government step in to finish the job. They want answers on why the money vanished while the riverbank remains exposed. The floods keep coming.

Records indicate the foundation stone was actually laid on February 21, 2020. Residents describe parts of the site as little more than piles of raised earth. Frustrated locals are now taking their fight to the top, formally calling on Chief Minister Himanta Biswa Sarma and Water Resources Minister Sushanta Borgohain to launch an immediate investigation into the missing funds and the botched construction.
