Guwahati: The Assam Cabinet pushed through a massive policy overhaul on Sunday, October 4. Officials greenlit a 12 percent job reservation for Assam-domiciled ex-Agniveers across 11 government sectors. This includes roles in the Assam Police, APRO, SDRF, Fire and Emergency Services, Forest Guards, and Excise departments.
Drivers face a new Green Cess on vehicle ownership transfers. The state will use these funds for local conservation. Officials confirmed the tax will not apply to electric vehicles, CNG models, two-wheelers, three-wheelers, or transfers following an owner's death. State authorities described the move as part of “measures aimed at supporting former Agniveers in securing government employment.”
Infrastructure projects took center stage. Tata Consulting Engineers Ltd won the contract to draft the report for Phase II of the Brahmaputra Riverfront Development Project, stretching from Kachari Bazar to the Nilachal Hills foothills. The government also moved National Highway management from the PWD (Buildings and National Highways) to the PWD (Roads) to streamline construction.
Industrial investment reached a high mark. Dalmia Bharat Green Vision Ltd locked in custom incentives for its Rs 10,200 crore clinker manufacturing plants. Meanwhile, the state signed a pact with BTR, Dima Hasao, and Karbi Anglong council areas to manage rural water schemes under the Jal Jeevan Mission.
Administrative updates round out the agenda. The cabinet cleared the Assam Municipal Corporation Election (Amendment) Rules, 2026, granting District Judge courts authority over election disputes. Finally, the state pledged Rs 10 crore to the Assam Regimental Centre and Rs 1 lakh monthly to support Madhupur Satra operations.
