Tripura High Court Mandates Formation of Prison Reform Committee

Agartala: The Tripura High Court has directed the state government to establish a State Level Monitoring Committee by June 15, 2026. This panel will be tasked with reviewing prison conditions, assessing the operation of Open Correctional Institutions, and evaluating facilities available to disabled inmates.

A division bench consisting of Justices M.S. Ramachandra Rao and Biswajit Palit issued the order while reviewing a suo motu petition. This legal action follows recent Supreme Court guidelines aimed at enhancing prison reforms across the country. Although the state has begun the process of forming the committee, the court emphasized that formal operational status must be reached by the June deadline. Once active, the committee is required to submit quarterly progress reports, with the initial update scheduled for August 21, 2026.

This initiative aligns with a February 2026 Supreme Court judgment that urged states to strengthen open prisons. The apex court noted that these facilities are vital for rehabilitation and reducing overcrowding in traditional jails. The court also highlighted the need to uphold constitutional rights for all inmates, including those with disabilities and women, who have historically faced exclusion from reform initiatives.
